The question asked if Tom wanted to play *tennis or basketball,* and she translated it as *basketball or tennis.* Where two languages have a similar construct, Duolingo wants the translation to be as literal as possible, and since か works like "or" in this context, it wants the order of the items preserved. I think it walks a tricky line. As a translation, it doesn't matter, but in terms of going slightly deeper and teaching how a language functions, this sort of pedantry makes a degree of sense.
